While using college resources effectively is important--both to us and our stakeholders--I think that this is one of the end goals of having a clear strategic plan, rather than one of the building blocks of the plan. Why do we need a strategic plan? So we know how to most effectively leverage our resources.
I think this one is captured within affordability.
